I'm stumped. Accessory power is to allow the fog switch to work only when the tapped circuit is active. The Fog Lamp has fused battery source. And the issue of headlights turning on with the fog switch...total weirdness. Unless you have other attachments to the fog harness...

I don't have any other attachments. I'm going to replace the fuses and check all of my wire connections.

I had a 5 and 10 amp fuse in the add a fuse. I removed the 5 and just went with the 10 amp. This cured the issue and allowed fog lamps to run. Although, I noticed I no longer could put the truck in gear. Only when the fog lamps were engaged would it allow me to get it out of park. My battery light also came on. Ultimately I just uninstalled both fuses but now my passenger airbag light is constantly on.

This is turning into a pain in the ass.

You need both fuse slot occupied on the add-a-fuse. I say remove the add-a-fuse and replace the 10a fuse back to its slot then test vehicle.

I removed the add a fuse and installed the 10 amp fuse and everything went back to normal. I’m going to leave it disconnected for the time being and then triple check all of the connections to make sure I’m not missing anything.

I've went through and triple checked everything. It's weird, they work when the truck is turned off but if the truck is cranked they won't work. I don't think Fog Lamps were the job for me lol
