I have always said "Shoot them. Immediately". Best case scenario, they go on trial, get the death penalty and are executed within a few years. Most likely scenario, they get death penalty, or life, and spend 20+ years in prison, but still alive. Worst case scenario - the ever get out of prison, or are never convicted, and they end up committing more crimes. If you shoot them on the scene to start with, they have paid the appropriate price, AND (bonus points here) they will never hurt anyone again. And double bonus points - saved a shit ton of tax payers $$$ by not needing a trial, or lengthy appeal process.
