Do all Tacomas from 1998-2004 have the same size of leaf springs

All six-lug Tacomas (4wd/Prerunner) '98-04 do have the same size leafs. '95.5-'97 are shorter.

5-lug Tacomas don't share the same rear leaf setup with 6-lug at all.

    Yes.

You can find out about a bunch of leaf spring options, here, as well, since generally used leaf springs off any Taco are likely to be... lackluster.

Why did you leave out the 95-97 Dakar options, I ran them and they were pretty good

CS018R for light duty and CS019R for heavy

Looked for them and couldn't find them (only found the 98+), so I didn't know they existed. I'll get them in there, since I know the Dakars in general are reasonably well liked.

Replacement is easy and can be done within 3 hours by a first-timer.

It only becomes a real problem if there's rust as unbolting turns to cutting. Reciprocating or sawzall is your friend here.

    That and penetrating fluid.

Looking at getting these for my 97, CS018R

    did you run these?CS018R
How much better are they over stock?
How much did it raise the rear?
    Is the CS018R a 5 pack spring?

I have to swap my springs because I installed them on the wrong side. Can I reuse my newish u-bolts?

Technically, you should not if you have already torqued them to spec. In practice, I (and others) have re-used u-bolts before.

Personally, several factors weigh on the decision:
    * diameter of u-bolt - the larger the diameter, the less likelihood that they were torque-to-yeild
    * length of u-bolt - obviously, you want to be sure that they are long enough for the new leaf pack
    * difficulty of removal - if the nuts are hard to get off due to corrosion, mud, etc...
    * condition of threads (on bolts + nuts) after removal - if the nuts spin on/off the ubolt freely by hand, then there's a better chance that the threads aren't tweaked already

It's a decision you'll need to make for yourself. Just remember - they aren't all that expensive (less than a tank of gas), so there's an easy argument to be made for "better safe than sorry" when it comes to using new u-bolts each time.

I ran the CS019R packs. They're for extra cabs carrying over stock, they're a bit too light for what I carried though. CS018R is what they recommend for single cabs, but beware they lift more than they claim so you may have to pull a leaf or two. I forgot how many leaves are in them, maybe 5 or 7, I can probably dig a picture up.
