I have been trying to figure out what is causing the shudder when I come to a complete stop. The truck only does it when the brakes are wet or cold and only from ~3mph to 0. I believe its something with the brakes however toyota checked them during my last oil change and said they were all good. They blamed the issues on my upper ball joints from the lift that was installed in February. I checked them after leaving and they are not the cause. I have no other weird vibrations since the 3" lift. I have attached a video showing the noise after it rained. Thanks for the help.

    Possible ABS issue?

Have similar issue with my old Suburban. Caused by dirty ABS sensors, in turn causing pulsating pedal at low speed coming to a stop.

    Sounds like suspension related.

Someone else mentioned that but the ABS light doesn't flash and it doesn't pulse, its just one hard grab and only when the brakes are wet after it rains or cold in the morning. Is there some sort of tensioner for the brakes? They have seemed touchy since I had the calipers and drums resurfaced about 10k miles ago and I am wondering if the lift only made that worse.

Might try disconnecting ABS sensors (or pull fuse). Take a short, low speed spin around the block and see if problem persists. If it don't, your on right track.

If so , look hard at suspension, hub & brake components.
