Should rear leaf shackles move freely?

So, I'm almost finished with my suspension refresh, I got aftermarket shackles with my new leaf springs, shocks, etc. Specs call for 89ftlbs on the bolts. I ran them down pretty tight with an impact gun.
Wondering if they should move freely or just run 'em how it is? The Internet is all over the place. Some say loose to move with the leafs, other's say not so much.

In my head I can see it both ways. I'm wondering if they'll naturally just move on their own just with the weight of the truck bed etc?

 

Use a torque wrench. Torque the bolts as specified by Toyota with the weight of the truck on the springs. Yes the springs will move around to a degree.

 

Did you use a torque stick?

I'm guessing not.

So back them off, use a torque wrench and set them right.

BTW. All your suspension mounting points that are in bushings should be done with a torque wrench, and that suspension piece should be in full compression at the time (not full droop). Otherwise you'll be twisting out bushings way before you want to.

 

Torque to spec only once the vehicle is on its own weight, not on a jack or jackstands.

 

Thanks guys. Gonna reinstall the bed, drive around the block and let things settle, then check the rear bolts with a torque wrench.
