So is it possible to actually turn off the vent/fan? I hit off, yet warm air still comes out the vents? my 3rd gen 4runner didn't when it's on off? what am I missing?

If you press the recirculate button with the cooler/heater fan in the OFF position, all airflow into the passenger compartment will cease.
