2003 Tacoma Factory Spacer Lift??

I went to install a spacer lift in the front and after starting I realized the front strut already had a rubber spacer with longer than normal bolts on the top of the strut. Is this a factory spacer kit? Doesnt seem right to install a my additional spacer on top of the rubber spacer. Has anyone ran into this? i have looked up part numbers with no luck.

The spacer is for sure not factory, nor is the top hat with longer bolts.
