Why are the engines Tacoma and FJ cruisers different in engine hp and tq?

How to I get the extra 3 hp and extra 3tq? I have always been curious.

The newer FJ Cruisers had Dual VVT which boosted power a bit, the dual VVT and single VVT engines are not interchangeable.
Also the power ratings on the early models I believe were running 91 octane fuel which allows slightly more aggressive timing resulting in slightly more power.

IMO if you want the truck to feel peppier get a tune, if you insist on more power supercharge it.
