Cold cold weather start idle RPM

    I've noticed that the colder the outside temp, the higher the RPM, however yesterday at about 60 degrees F. I cold started my 3.4lL v6 and the RPM was up to 16-1700.
    Is this normal or a bit high?

    Side note if I shift into drive the rpms drop, if I go back into park they go back up. Over the course of several minutes the RPM does drop as it warms.

    My bad on the title added one extra cold lol, it's not that cold out. Not yet at least

    I haven't watched it completely settle but after driving it will be about 600 when completely at temp

    Sounds fairly normal to me (maybe a bit high), it's a warmup strategy all fuel injected engines use.
    The colder the engine is the higher the commanded idle speed will be to help things heat up faster, plus cold engines tend to not idle all that well at low speeds.

    You may want to check what the coolant temp sensor is reading with a scanner and make sure it matches actual engine temp as a skewed sensor can cause the PCM to think the engine is colder than it actually is and it will increase the base idle and add fuel accordingly.

    It should come down to base idle (typically 600-800RPM in park/neutral depending on the engine) at operating temp.
