For example: is a check engine light mandatory? What about the light that tells you that the washer fluid is low?

    Just CEL.

But it's not required (in CA) if the vehicle isn't registered in CA; traveling through is an exclusion.

I know you talked about pulling sheet metal out for weight savings, but I don't think a few light bulbs will help the cause.

I'm switching from lightbulbs to leds to save weight. Also the seatbelt was too big and bulky. Switched to paracord

You'd also be "lightening the load" on your alternator due to the efficiency that LED bulbs provide

Real talk; is this your first vehicle?

Nope. the gauge cluster has been wonky since day one. Instead of replacing it, I'm thinking of making a small panel out of sheetmetal and inset leds to show all the indicator lights. Was thinking of eliminating any not needed. eg: I can tell the turn signal is on by the clicking of the relay, so do i really need a turn signal indicator in the dash?

So my reply was relating to CA (since you mentioned it).

We don't know what state you reside in, but really it'll be up to you to look up what the rules and regulations are for your county and state.

You'll find many different answers considering some states require a vehicle inspection whereas others don't.
