fog lights won't come on after frame swap

I have a 2010 tacoma offroad TRD. with the fog light mod.
it have tested for ground at the relay socket with factory light switch actuated.
continuity comes in at 1.3 ohms.
but when I turn the lights on the continuity changes to 44 ohms.
I'm a bit perplexed

The fog light circuit is very simple.
Pin 1 of the FR FOG Relay gets power from the HEAD (LO RH) fuse 10A when the headlights are on low beam.
Pin 2 of the FR FOG Relay gets ground from the Fog Light Switch to turn it on (Switch gets ground from ground point IC)
Pin 5 of the FR FOG Relay gets constant power from the FR FOG Fuse 15A
Pin 3 of the FR FOG Relay supplies power to the Fog Lights when the relay is turned on (Fog Lights get ground from ground points EA & EB)

Using a test light is a far better way to test circuits than resistance testing, resistance testing is a waste of time IMO.

update. found power to pig tail where i connect the lights with a test light. suspect the previous lights polarity was reversed from these new rigids. I'll test more this wknd.

 

update rewired connecting harness and all works well. that's for the help
