Full disclosure - complete noob to the forum and Tacomas. Recently replaced front bumper and the new one has 2 fog light cutouts on each side. Is it possible to run a 4 way splitter off the factory harness and continue to control the fogs off the turn signal stalk?

Yes, as long as the circuit amps are not exceeded and the connectors mate. PM, @daveeasa, he might accommodate ya with a custom T harness.
The Y would be at the Fogs, not at the center line connector. Unless your Taco is missing the harness to the Fogs.

I have dual cutouts in my Tundra. I plan to switch them independently and have one white and one selective yellow set. Not sure on pattern but may do fog optics for both.

I don’t think there is any point to doubling up lights just to have “more”. Invest in one good set of fog lights or switch them separately.

Read this thread for more detail.
