Eaton locker not engaging?

    Installed my assembled 3rd member from ecgs w/harrop locker when I turn the rear tires with it jacked up both tires spin opposite directions and I can't hear anything audible that it's engaging. I checked wires I am getting 12vs too the connector at the 3rd member am I missing something?

    Update, just took it for a test drive and the locker works as it should. However I'm puzzled as why it won't engage without torque?
