How far can a lift my 2004 taco without replacing the leaf springs?

I just bought it and I need to replace the rear end due to rust (this dude must have owned a boat) and my rear shocks are pretty rusted and need replacement. I figure while I’m taking the whole read end out I mine as well lift it a couple inches too. I don’t really want to lift more than 2 or 3 inches and I’m wondering if I can do that or maybe even a 1” lift without having to replace my leaf springs.

Welcome to Tacomaworld! You have a lot to learn my friend. The good news is you’ve come to the right place to learn it. Use the search bar, it’s going to be your best friend when asking a question, I don’t think there’s anything that hasn’t already been discussed a billion times on here.
Now to help you with your concern, rust in the back of these trucks are very common and widespread, they even recalled the frames at one point. That should have been the first thing you inspected when you found the truck for sale. You may need to dig deeper into your rust issue before you do anything else. The frame will break right behind the cab.
It’s your truck though, so if you just want a quick little lift in the rear on the cheap, I’d go with longer shackles.

    4 run, 2 don't
If your rear shocks have rusted out (which means it has to be really bad back there), why wouldn't you want to replace your leaf pack?

Not just for the OP but many people do not know what rust can do to a vehicle. Your frame can rust so bad that it can shear into pieces. For example frames can rust through so can shock mounts, cross members, steering component mounts.
If you are going to buy a used vehicle you owe it to yourself to go up under the vehicle with a flashlight and a Phillips head screw driver or ice pick and start poking around. If you make a hole in the frame just pass up buying the vehicle.

I appreciate everyone’s concern for the rust, but I am well past inspecting rust. My frame is perfect, my leafs are perfect, my front is not rusted enough anywhere to warrant replacement. I just want to know if I can lift my taco without changing the leaf springs

you can do a "Cheap" lift with blocks, but most here on TW don't recommend it.
