It was NOT an extended warranty - it was the settlement of a class action suit. Not a recall, not a warranty extension.

On those early year Tacos (including my 2007), there WAS an actual recall, but that ended in 2016. The settlement frame replacement offer expired 12 years from first in-service date.

And it was not limited to 'cold weather' states - you are conflating different agreements. If you had a Taco in the settlement years, and the frame had a hole 1 cm or larger, and it was under 12 years from in-service date, you got a new frame.

Is the frame actually rusted to a point to fail inspection (10mm or larger hole)?

Keep in mind there could be any number of ways an 18 year-old vehicle can be unsafe to drive and not be covered by a service campaign. Rusted fuel tank straps you mentioned, bald tires, worn brake pads, etc. etc.

It’s both, it’s a warranty enhancement that is a result of the law suit.

Legally, it is not a warranty extension. I don't know about 'enhancement' - never heard that language applied. IAC, legally, it makes a difference.

It has to be called something, so extension/enhancement is the wording. Toyota uses these two a lot.
