I'm sorry guys I forgot to update you gentlemen on my light bulb issue. Ok, so the dielectric grease I bought was for bulbs specifically. So I'm assuming that people do use it on taillight bulbs.
But fortunately, after reading most of the comments, I went back to the truck pulled the taillight assembly out again and noticed that the bulb on the working side had a different colored bulb on the top and on the side that kept blowing had the same clear bulb on the top and bottom. So I went back to the auto parts store and found out that the yellowish-colored light bulb (which is for the blinker) was what I was supposed to be using in the top part of the taillight.
I replaced the bulb with the yellow one and I haven't had a problem since.
Now that little tiny light bulb that lights up the shifter panel, that's a whole other animal. Lol.

Here are some part numbers for the shift indicator bulb. It's an easy fix. Pop off the indicator cover and remove little wedge-base bulb from its' holder.
Most of the time you can remove the blue/green/orange cap on the bulb and re-use it use it on the new bulb
