What is this leak?

    Is the boot torn? If so they tend to collect water, which corrodes the rack and then it starts leaking.

    best bet is to replace it with an oem reman, the aftermarket ones are junk

    I would probably replace it. You are leaking power steering fluid and it will be a problem soon enough. I notice on your picture that it appears that the upper nut holding on the steering rack is missing. You'd want to get that part when you have it replaced. Be prepared that if you take to Toyota shop they are going to want $1200-1700 for this work. If you source one off of RockAuto and hire a local mobile mechanic you can probably have done for $750, but beware, there are oil lines that can go bad and may require additional parts. I would search up "replace steering rack" for your model and lots of info will come up. Good luck.
