What's this nut by the pulley?

    1996 Tacoma 3.4L V6 2WD 5-lug AT 5VZ-FE
    It was spinning loose. It's to the left of the water pump pulley. To the left of this nut is the power steering belt locking nut, and the power steering pivot bolt, so it's not that. But it's kind of attached to the same bracket and might just be holding the bracket on? I assume it's ok to tighten it? I wasn't sure and didn't crank it tight and don't know the torque spec without knowing what it is.

    I was on the way to see if I could access all the bolts to tighten the power steering belt when I noticed it.
