It's a Taiwanese soup/pork dumpling called Xiao Long Bao. @RyanL mentioned the restaurant, Din Tai Fung awhile back and I couldn't pass up the opportunity with the recent food banter in the trd pro thread lol

I know there's franchise locations in Washington and I heard Vegas was a recent opening.
