    Looks like their wasn't a safe place for the emergency vehicle on the left shoulder, so the vehicle would be placed on the right. Off of the road and to the rear of the vehicles involved if practical. The fact that there's emergency lights activated ,should alert passing motorists of some sort of emergency situation is near and they should proceed and pass with caution. I didn't see that in the video.

    I'm 60, they were probably in their 20's. I didn't mean pre teen kids.

    All I left the scene with was a police report. I guess he witnessed what happened because he never asked me anything except for my drivers license.

    Hell he even helped me pull the 3 plugs out of my tail light that was hanging by the wires.

    Anytime I've ever driven by an accident where there are emergency responders, and the car is still in lanes, the ER vehicles are behind the wrecked vehicle...

    Anytime I've seen a cop on the right shoulder, there are cars pulled over in front of him, on the shoulder. Usually a traffic stop, or a fender bender.

    Never have I seen a cop on the right shoulder when a wrecked vehicle is in a moving lane on the left, unless there are already fire trucks or other ER vehicles behind it.

    he saw his taillight was broken, he didn't see his bedside ripped up lower down.

    Dark truck, dark night, rain, on the side of the highway, I wouldn't have noticed that damage either. I would have noticed my taillight hanging out of the hole.

    I can understand how you didn’t see all the damage, with water all over, cars going by and being in the dark and probably a little worried, I probably would’ve not noticed all of it either.

    Also forget about what I said about rounding it off, when my friends ask me how old I am, I say “about 60” also!

    To be fair, OP probably didn't want to sit on the side of the road and wait for a tow truck, he probably would've been rear ended by someone else while doing so.

    Last summer I was driving on the interstate late at night and came upon a major accident. I was so thankful some first responders had arrived just before me as a few bodies were in the road. Apparently, a Jeep swerved into a car and rolled. Scary stuff. If you see lights slow down, drive defensive.

    That’s easy- distance traveled/time
    One can use Google Earth to measure distance if they know where it is and if there are good landmarks in the video, and the video shows time.

    It's rare not to see any emergency vehicles behind a vehicle blocking travel lanes.

    I guess it was last year. There was a wreck on the highway it was probably 95. It was raining there was one police car in the slow shoulder with emergency lights activated and the wrecked car was in the left lane, there may have been another wrecked vehicle involved I can't recall. Barely saw the wrecked vehicle blocking the lane it was morning still dark and raining.

    I don't think the police can block the travel lane until they have more cars on the scene, and or assistance from fire, or DOT/CHART for highway crashes.
