Is this insulator on upside down? See how the plastic cover matches if it’s reversed?

I assume this is aftermarket, as I don't believe Tacomas come with hood insulation.

A quick test would be to drop it and see what side is dirtier. Dirtier side towards the engine.

It’s the hood that’s backwards. Swap it around.

The cut-out looks backwards but if you turned it over and mounted it the molded hood rib indentations on the cover would be wrong.

doesn't look like what the OP pictured.
There is 2 versus 3 sets of vents under the wipers, different length and spacing too.
Was there a reply deleted from OP???

That's installed correct, I've seen other 4runners with that.. the cutouts all line up properly for the warning/info stickers as well as the scoop mount bolts. FJ's have three windshield wipers.

    not mine but for reference

That insulation is not original to the Tacoma. It's actually from the 5th (current) generation 4Runner. It will fit the Tacoma, except that the 4 holes for the fasteners, in the very corners, are not drilled in the Tacoma hood. The other 6 fasteners, in the middle, correspond to existing holes in the Tacoma hood. That's why the four corners are loose, in the picture. (You could secure them by drilling holes, or by putting Velcro tabs in the corners.) Whether it's wise to install the insulation, when it's not recommended by Toyota, is another question.

ETA: It looks like this part is over $200, new. This is the sort of thing you might be able to pick up at a junkyard.

Ahh you are absolutely correct it does look loose on the edges!
I thought it was a Canada only thing for our 3rd gens. You know to help warm up the engine quicker to operating temperature.
