Why are fuel tanks not DOT approved?

Searching for an answer all I've found are "DoT approved RE-fueling tanks", "Diesel specific stuff", and "hydrogen fuel cells". I find it hard to imagine that someone hasn't figured out a way to check all the boxes needed for safety and emissions. What is the intent behind this?
