I just purchased a 2023 Tacoma. It doesn't have the OEM bed lights, so I ordered the dash switch and relay. Is there a harness under the dash, or do I need to order one? If so, what would the part number be?

Yours doesn't have the switch on the left side of your steering wheel for the third brake light? Mine didn't have bed lights, but there was already a harness and the switch for the 3rd Brake Light was already on the dash there to the left of the steering wheel down low.

OEM Bed Lights is the way to go!

Since OP has a TRD, I would venture to say this "DOOR" switch is in the cabin.

The OEM Bed Lights are plug and play and are plenty bright.

Yes, OP, your TRD Off-Road should have that door light switch, it operates the third brake light, and your truck already has the wiring for the bed lights. I just installed some cheap LED's from Amazon for the Tacoma and the wiring was all in mine.

The Access Cab does not have the switch because it does not have the high mounted white bed lights on the third brake light like the Double Cabs. The wiring is already there under the dash for the switch.
Here’s the part numbers I used (Canadian but should be the same for US). Took me about 20 mins to install and works perfect.
    Any questions, let me know.

I'm going to insert foot in mouth now, I didn't catch that it was an Access Cab. The wiring should all be there, just need the switch, relay, and lights.
