Did the bumper get spayed at 3000psi by a pressure washer?

Bought the truck last Oct and didn't notice the peeling.... pretty sure I would have....No high pressure washing....just drive-thru car wash.
The plastic is fairly rough...Is that typical for factory or aftermarket? Appreciate everyone's input!

Then I would say it was repainted. Probably a fender bender that wasn’t reported to insurance company.

It looks like it’s been repainted at some point. High PSI pressure washer can do that to

Seen it many times. Refinished with cheap clear, and a shitty application at that...
The transition between the bumper cover and the fender makes the tell.

    Appreciate everbody’s input!
What’s the proper way to repair?
Can a shop strip the bumper cover and
    repaint / seal?

Brought it back to Car max and they came clean and said they painted the bumper cover to hide scratches. Hopefully they do a better job 2nd time around.
    Will keep you posted.
