Also, do you have power to the 7.5A tail fuse when you turn the parking / he’d lights on?

yes and yes when I turn it to the notch above the auto I hear a click from a relay so I unplug the bottom connector of that computer the click went away but that don't mean anything I am trying to figure out how I can test the voltage at the rear lights and tried up front with the dsl and couldn't get anything

The headlight switch send a signal to the ECM. The ECM send a signal to turn on the tail light relay. The tail light relay sends power to tail fuse. Then from the fuse it goes directly to the rear tail lights and license plate lights.

If you have power at tail fuse, but no license plate lights. You have a wiring issue.

But make sure 100% you have power to the tail fuse.

Any aftermarket lighting/ wiring? Any recent changes?
Are you using a multimeter? Do you have a test light?

Not sure if it prevents the running lights but if your e brake is on the DRL don’t work… well I know they don’t on the halogen lights with the led DRLs.

Just out of curiosity, what's your trailer plug look like? A blown fuse and / or no lights is an effect. The root cause in way too many vehicles I work on is a mangled or rotted out trailer plug.
