    Put it in 4 high.
    Come to a complete stop.
    Put transmission in neutral.
Now try to switch to 4 low.

Search for thread about disassembly and re-lubrication of the actuator.

Does it beep as soon as you switch to low or after a bit?

Are you holding the clutch in long enough for it to complete the shift? It can take a few seconds.

If it's never worked the previous owner may have messed with the Transfer Case Actuator and got it out of time.
Make sure your wires and vent hose are all connected at the Transfer Case Actuator, if they are then check your limit switch voltages and clitch switch input at the 4wd ECU as outlined in the thread I posted above and post your results.
