    I’d imagine you have something dragging inside the drum.
    You need to pull it and find out.

    BTW, is that E-Brake cable supposed to ride on the leaf spring like that?

    If you replaced the brake shoes with non-Toyota Genuine parts, that could be your problem. I used non-Toyota parts and I had the same problem.

    To fix it, I backed off the adjustment and then retightened it until I could just barely hear the shoes kiss the drum. Had to do this on both sides (but at different times). That was 2-3 years ago, and I haven't had the problem since.

    make sure you also clean the drum and related drum brake parts before installing new shoes. Especially if you are using the same drums.
