    I have a sarcastic response that wouldn't be appreciated here. (Political) but yes I would believe track maintenance. Could be weather along with that lack of maintenance. To much moisture can affect the ground. The trains are getting longer, there have been a lot of cars idle and the grease in the wheel bearings could have had the seals comped. In This area I've seen miles of train cars setting on unused track.
