ordered new LCA and bilstein 5100, haven’t installed yet but am wondering if this amount of space is normal between lower shock bushings and the shock mount, maybe a 1mm or 2 of play prior to install. will this gap close once i torque it down? or should i hammer it to tighten that space? 2nd gen, 2013 tacoma.

Send it. Tighten down, recheck it again after test drive.

Different shocks have different tolerances. That's nothing to worry about, but good attention to detail!

I would asvise to loosely fit the bolt with nut and then tighten after lowering the vehicle to ride height to prevent the bushing from binding and premature failure.

This exactly. The same goes for control arm bushing hardware, although your alignment shop should take care of that.
