I have a 2001 Tacoma Double Cab 4WD and I ordered and received 1st gen Tacoma front and rear bumpers and the rear bumper went on without any problems. Extremely pleased with it. I'm having a little problem with the front bumper. With the help of 2 friends we were unable to get the holes for the bumper to line up to the frame. It seems like we need to raise the bumper about 1 inch more in order to get the 2 left and the 2 right tow hook holes to line up, but the top of the bumper seems to hit the bottom of the grill and we cannot go up any further. It also looks like we need to move the bumper forward about 1 inch more before the frame end holes match up.

Does anyone have any insight as to if I need to use a fair amount of the included washers for fitment? I could try removing the grill and each side fender for clearance and attempting again, but I don't think that should be necessary based on the pictures. I have a Warn Evo 8S winch installed in the bumper already and the control box relocated to under the hood. Any tips, tricks or suggestions would be appreciated. I'm sure we are just missing something in the process. Thanks guys.

The washers are only for under the frame in the tow hook locations to adjust bumper height/level in between the lower tabs. Usually only 2-3 would be needed or used on each bolt for fine adjustment on a truck by truck basis.
An inch is a massive amount of interference or misalignment so either something has to be wrong with the truck or you're potentially just missing something simple, hard to tell without photos. All of the bumper bolt locations are tabbed for location and parts are laser cut for accuracy.
