You can build it but typically they are going to limit your choices so you "build" a vehicle that they actually produce. Having said that, dealers are known for adding extra "stuff" to a vehicle in order to boost their profits so it might be difficult or impossible to get a vehicle EXACTLY like you have built it on their computer but it should be relatively close.
