I have had this issue for around a year on my 2006 Tacoma Access Cab TRD.

When I first start the truck the needle on the fuel, temp, and tach gauges will bounce a tinny bit (1-2mm) and then display the correct volume/levels.

Randomly one or multiple gauges will never bounce up to the correct level. This also randomly happens to the speedo. If you turn off the ignition and restart the truck sometimes the gauges come back, and sometimes the symptom moves to a different gauge/speedo.

I have had the cluster out and apart, I have jiggled wires and looked for burns on the printed circuit board (PCB).

I'm not looking for BS advice like "Replace the cluster" or "Have you checked your battery?"

Has anyone found the source of this issue?
Does anyone have the schematic of the dash and gauge cluster?

Never seen where anyone had that issue on a 2nd gen, sure sounds like the cluster is failing based on your description of symptoms but for sure check the 2 powers and ground wire.

C9 Pin 1 (Red) is Constant Power from the ECU-B Fuse (7.5A)
C9 Pin 21 (Violet) is Ignition Power from the Gauge Fuse (7.5A)
    C9 Pin 2 (White/Black) is Ground
