Spare Tire V Shape Lock

Have you seen this 3rd gen spare tire lock? do you have any idea about the maker/ model?

I do not have the key, so that i want to buy a replacement.

 

those grade8 bolts you see in the picture are aftermarket. almost looks like it's just a cover plate rather than a lock.
zoom out a bit, what else is in the area?

 

That looks like that cross tube option for the archive garage hammer hangers not a tire lock. Its an aftermarket cross member that connects the two leaf spring hangers to keep them square so they don't bend/flex.
