At least that's what at least that's what it looks like to me. I Had my new aftermarket hood painted by a body shop a few months ago, And now trying to clean the underside of the hood. I'm not exactly sure what the substance is, but inside the washer nozzle holes and towards the front of the hood there is this white residue that does not come off. I'm assuming the body shop buffed the hood and this is just residual polish, but I don't know why it's not coming off. I know I can just leave it and nobody will ever see it, but it kind of bothers me. Any easy way to take it off?

Is that the under side of the hood? I agree it looks like the polishing compound. It can be difficult to remove when it’s left to dry on like that.

Yes, like I said, I could just leave it but it's sort of bothers me. It's on the underside of the hood, pretty much all over but mostly in the washer nozzle holes. It's definitely hard to remove, seems like it is etched in there.

Try a little wd40. Let it soak in and see if it will soften it up.
