Adding a brake controller to a no-tow package 2014

    I know that there are many threads about this subject, but I have not been able to find definitive answers. Let me try to clearly set this up. I have a 2014, base, double cab, short bed. No extras. However I did find that it was pre-wired for certain things such as a reverse camera, and fog lights. It is also pre-wired with this connector under the dash, tucked away up and to the left of the parking brake.

    There are no blue or black wires running to the rear of the truck. I have a Tekunsha controller and wiring harness that will be plugging into this connector. So my question is, where do these two blue and black wires go once they head up under the dash?

    Do they go directly to the fuse box? Do they go to a relay? They are not live when I check them with a meter. Where do the blue and black wires come from that are supposed to go back to the rear? I already have a four pin connect in the rear that is connected to the lights via a Curt adaptor. Please help an old guy.

    The fuse and relay wires are most likely "un-terminated".

    Snarkiness aside, I guess my question is now, where exactly do the blue and black wires go if you are not SOL like me?
    Does the blue wire head in the direction of the rear and just get snubbed off somewhere, whereas on a tow-package vehicle, it goes all the way to the back? And the black wire, it gets snubbed off in my truck, but where exactly (and I stress the word exactly) does it go on a tow-package-equipped vehicle? Does it go to the 30 amp fuse on the fuse block, or to a relay that is not on my fuse block?
    These are the answers that I'm looking for answers to, not that I am SOL.

    Blue goes to 7 pin tow connector
    Black is the 30a fuse spot in engine bay fuse/relay box.
