    ^The frame can be plated over and the cab mount replaced with a relocation kit at an off-road shop. For example: https://www.drt-fabrication.com/product/cab-mount-relocation

    However, you need to see if the rest of the frame is worth saving. Looks like the frame was sprayed with rubberized undercoating at some point, which could be hiding a lot more rust underneath. The area on the frame rail opposite of the cab mount (facing the catalytic converter) tends to rust out first. It can be plated over, too, but at some point the labor cost will be uneconomical against a 17 year-old truck.

    Glass half full. Impossible to say for sure from one picture. If there is sound metal under the rust, a replacement body mount can be welded.

    Glass half empty. Can you punch a screwdriver or hammer through the frame at multiple points? Then very.

    I'd only use a hammer on that frame if I had taken some anti-depressants first.

    It doesn't look good but the hammer test will tell all.

    The CRC coating they did to those trucks looks very, very similar to that. That's what they sprayed my old 2009 with. It was terrible and rusted underneath something fierce. One of the biggest reasons I traded it in. I feel it was a band-aid to the situation to get it through the 12 years.

    It probably passed inspection at the time and gotten a CRC spray like @Delta09 said.
