So, just bought a 2nd gen tacoma out of state and dealer had said the rust situation wasn't too bad. When I got the truck I noticed a hole in the frame. I was thinking of welding support beams to the frame to help reinforce it. But is this too much rust?

Def a bad sign, check the areas near the catalytic converters. If there's a hole here, it's probably completely shot on the 'problematic' areas....

That area is not usually prone to rust compared to other parts of the frame ,like the front area near the catalytic converters. If your frame is rusted there , I imagine the cat area is a disaster.

If it rusted through there, then really look at the inner rails near the catalytic converters as that is where the frames notoriously rust.

that hole looks to be over 10mm witch is the threshold for a frame replacement if still covered by the warranty extension
and there looks to be rust on the body panel above

I don't think the frame warranty is gonna cover this. It's an 06

    Yeah.
It looks like someone may have treated it with rust converter. It's got some pitted spots, and mostly black (which is the color it turns after the rust converter is applied). Left side of the photo seems to have a hole as well. Maybe find a donor frame?

Also, your gas tank appears to be hung from some janky DIY job. Likely the factory straps are gone with all that rust. Get this heap back to the dealer if you can.

    I would've refused delivery, that's bad.

Someone just posted a similar incident on a recently purchased Tacoma -

Frame rust might have totaled my plans | Tacoma World

If you bought it out of state, why not get one from CA?

So the dealer tells you there's a rust situation. You buy it and didn't inspect first.

    Also, what is this?

I’ve seen dealers pawn off shit where the rust holes aren’t blatantly obvious or they’ve been patched but something this obvious shouldn’t have even been sold.

I’m sure there is some as-is lingo bs on your sale, but I’d return the vehicle to them if there is any grace period. That frame is crap.

No way that truck passes any kind of state inspection. It should NEVER have been sold like that by a Toyota dealer. You have some phone calls to make. THAT needs to go back....

Many states don't have inspections that look at the frame.

You bought a 17 year old truck sight unseen that had surface rust and accepted it without inspection first?

Aside from being critical on the decision, the rust to me appears to be a lot. That's a good size whole and only going to get worse and could crack through. The dealership should have never legally sold it (not sure about actually legalities on it though)

Remains to be seen I bought the tires and wheels the rest came along
just where did the Truck Live??

With out seeing the rest of the Truck I might say the rust is not bad!.

Though I would show you a picture if that is the only spot.

Why did you not inspect things before it was unloaded Things get refused all the time.

Well my neighbor is a certified welder and fabricator who used to live in Michigan and said he would weld reinforcement plates on that section of the frame. After inspecting it he said that that was the bad section on the frame. I live in west Texas where it's super dry in the air. I didn't see the extent of that frame at the time.
