Just gives me time to light my new cigarette with my old cigarette while alternating between ashtrays for each consecutive cigarette

The dealership probably over filled it that much on purpose because... well, can you imagine the howls of outrage from some people if it was that far below the full mark?

I would call the dealer and have them come out to fix it on the spot or tow it back and fix it .

I check my oil dipstick 100 times (N=100) then calculate the average, mean and standard deviation of the oil level.

Put a new line on the dipstick. Problem solved. If that can't be fixed just part it out.

I often wonder if dealers over fill the oil, so if a customer complains about oil consumption they can say the oil level is near the top mark.

    Unlikely.
The dealer uses a pump that pumps oil from large drums.
The pump usually has a setting that cuts off at a desired setting.
You can set it to what ever number (quarts) you want.

Oil changes are not a money making job.
The profit margins just aren’t there. And the lube tech isn’t making much on the oil change.
The tech isn’t going to stand there and repeatedly check the oil until is “right on the top mark”.
It’s just not going to happen. It’s better to be over full, than under full, when dealing with the general public.

Under full, and and you’ll have people in a panic thinking it damaged their engine.
Or the dealership is “ripping them off” by not filling it full.

Contrary to what some will have you believe.
These engines are not precision instruments.
They can operate on a pretty wide range.
The problem is, people don’t any better.
