    not from what i can tell. i don't really know what transpired it, which is where my curiosity comes from. but for a while in illinois/indiana border area, there were a bunch of budget 20+ year old vehicles with that hand-written in soap, paint, or crooked mailbox stick-on letters on the rear window. none of them were moderately well kept, or typical corporate cars, and always left an air of 'unhinged individual' instead of anyone in any sort of official capacity.
