I found rust on the frame of my 2nd gen. I love the truck but I don't know what to do. I'm considering selling it if someone thinks they can fix it. Any advice?

That’s really not enough pictures to give advice.
Actually, pictures won’t help us much.

But it’s going to need at least a patch and plate kit.
And that’s only if the frame is good enough to take welds.

You need to take it to a fab shop. Get their opinion.

Are you the 2nd owner as someone sprayed the frame with undercoating it looks like covering up the emerging frame rust without cleaning it off or neutralizing it first so it grew under that and then got really bad.
Hard mess to clean up but as TnShooter said let a good shop look at it. You can poke the critical frame areas with a screwdriver and see if it crumbles or pushes thru then its bad and Toyota uses a 10mm hole as their "bad" and did frame replacements 12 years so you are way out of the window. Look at the rear spring mount areas and the front cab mounts (behind the front tires). The long frame area under the doors lower frame lip always gets flacky but as long as the main part is intact it should hold. Look at internal rust also inside the frame. Heavy towing may not be good if rear frame really bad.

I am looking at a 06 Taco. Called Toyota and they said the frame had not been replaced in the recall. How was the determination made as to whether the frame should be replaced. Did dealers ever do any rust inhibitor or undercoating as an option. (I'm new so forgive me if this has been covered.)

    a) it needed to be currently registered in state that salts it roads (trucks that started life in the rust belt and got compromised then relocated to the south/south west were basically SOL)
    b) the truck needed to be inspected by a dealer for and holes larger than 10mm and a coating put on the frame (early round was some black crape that did not help, later switched to a better white protectant)
    c) the owner at the time needed to be proactive about getting the inspection
    d) it was not a recall, it was a warranty extension service campaign (warranties expire, recalls do not being the legal loophole out)
