SRS idiot light on, DTC code 32 for Pass. Occupant error. Possible wiring short?

    Hello all, the SRS light on my dash has been on for years now. And the passenger seatbelt warning light does not go out regardless if the belt is buckled or if no one is occupying the seat, it is solidly on 100% of the time. I finally got sick of looking at the light and decided to jump the OBDII port Tc and CG terminals and the SRS light gave me a blink code of 32 for passenger occupancy error. I did the common wiggling and reseating of connectors under the seat to see if it was just corrosion causing the code, but no luck.

    I attempted to diagnose it again today and went online to find what looks similar to a technical service bulletin (TSB), but strictly for diagnosis. I tore up my center console to gain access to the center airbag module to check the wiring between it and the occupancy classification ECU per the TSB's direction. All was clear except for the test labeled "CHECK FLOOR WIRE (TO B+)", where connector L6 terminal 12 read around 9 volts, above the 1 volt limit specified by the TSB. So the L6-12 wire is getting voltage from somewhere it shouldn't it seems, either from a fault in the occupancy classification ECU or a short in the wire somewhere in between? I am by no means a certified Toyota technician, hence why I am hitting up the forums. Just trying to see if anyone has had this issue in the past and can point me to where this parasitic voltage might be coming from. Or perhaps I'm in this way over my head and one of you will enlighten me of my dumbassery :drool:. I have attached the TSB (if that's what that is) so you can see the same procedures I've followed. Apologies for the long ass monologue, figured it would be helpful to dump as much info as I can.
