Pre Drilled holes in Step Bumper

What is the hole pattern in a 22 Tacoma factory step bumper? Looks like 2 5/8" holes 8 inches apart and a bigger hole in the middle for a ball. Do you just mount through the protective material or try to cut it out? Page 192 in 2022 owner manual "connecting trailer lights" reads like the wiring harness is already there, but I guess you have to get a kit. Only the trailer tow pkg has the harness?

 

Does your truck have a hitch receiver? If not, then it does not have the tow package.

 

Truck does not have the tow package, but page 192 of the owners manual indicates it has the harness. I am trying to verify that before I tear into it.
