2nd gen tacoma A/C barely blowing but from low to high all fan speeds works. This is what I figured out. I replaced my cabin filter in the winter time, but didn’t drive my truck. Finally in the summertime I turned on the AC full blast in the blower motor wasn’t putting out hardly any air.
I pulled out a new aftermarket micro guard cabin filter, and this was the problem. It literally restricted 90% of the air coming out of the vents. Only use Toyota OEM.

Absolutely junk!! Yeah 5 layers to stop 90% of air flow!!!!

I had a similar issue and it was a bad blend door. My A/C was cold but barley coming out of the vents.

Yep, in my opinion, this is one place you don't want micro filtration. You just want to keep crap from falling into your blower motor.
Those high efficiency, ultra filtering cabin air filters are crap for cabin air flow.

    ^^^^ This ^^^^

I usually just get the flimsy $11 cabin filters found on Amazon.
