Do I need to replace my power steering pump?

    2009 Silver 4x4 access cab 6cyl
    I know I have a leak in my rack and pinion on the drivers side but my fluid level stays the same so it seems like a small leak. My power steering basically stopped working this week and yet the fluid level is the same. Does this mean my power steering pump is dead? Thanks!
