Remains to be seen I bought the tires and wheels the rest came along
Remove any weight from that bolt .

Spray with your favorite penetrating fluid .

Try and break it loose with the nut then drive the bolt out.

Any chance you have a oxy-fuel torch.??

This might have turned into a major project.

As said above, remove any load from the component..saturate with some penetrating oil and use a punch and a 5lb sledge to drive it out (if there is space to tap) or...place a deep socket over the nut which is wider than the nut itself and use a c-clamp with a driving pin to slowly push it out if possible.

I don't believe the lower control arm or the mounting bracketry are threaded so no. However if they are threaded than yes, that would be the case.

Looks like the nut is in an enclosure to retain it.
If so, you will have to cut that off to drive the bolt out.

Looking at this further based on what you said, looks like it's the "bolt" itself is threaded into a threaded tab which is welded to the bracketry.

A real pickle here. You don't want to cut your threaded mount off. You can try squaring the end of that bolt off with a die grinder possibly and using a box wrench with an extension to free it up and walk it back through. Then punch it out.

I think maybe the nut is not attached to the bracketry or the control arm.
Maybe the bracket enclosure just keeps the nut from spinning.
    Better pic would help.

Just the head of the bolt is missing , here but when you put screw in that hole , right away you can feel the bolt in there. But the head is missing which is still unsafe.

I realized it was the upper, just mistyped originally. Still, you are in a tough spot. You may have to flatten off 2 sides of that exposed bolt end as previously stated and do your best to get on it real well with a box wrench and breaker bar..hoping you can free it up enough to walk it out of the threaded tab and then knock it back out through the opposite end with a punch.
