anything covering the auto light sensor? I did see you're not using auto
wild guess that the sensor thinks it's dark so the ECU is only at half power

 

That sensor is on the dash right? If so, then no. My dash is clear.

 

Did you verify the head unit setting? It might have DRL off.
For the Texas version mentioned here, I'd get that checked.
Turning ON Low Beams cuts off the DRL, having the Parking circuit supply the dim brightness to the DRL's.

 

Checking that next. I know I haven’t messed with those settings myself.

 

Well, that fixed it! I didn’t realize that my DRL’s were off in my settings. I’ve never tampered with that setting. And they used to brighten and dim with parking brake application. Now they are just bright when parking lights selected on the switch.
