It is confusing, as many have said if you were to go ride a designated OHV route the sticker is needed, most 2 track dirt roads esp in the Ouray/Silverton area are county roads. We ride our motorcycles up there quite a bit and there's some designated OHV routes over in the the Rio Grande National forest by Lake city (Lost creek/Pole Creek) but the main paths in the Alpine loop and most of the 2 track in that area are county roads.
The area covers 2 districts, the Rio Grande and the Uncompahgre National Forests.

You can get the travel management plans here:
    Rio Grande: https://www.fs.usda.gov/detailfull/riogrande/landmanagement/projects/?cid=stelprdb5167014&width=full
    Uncompahgre: https://www.fs.usda.gov/detail/gmug/landmanagement/projects/?cid=fseprd488674

Have fun, it's a nice area.
