13 Toyota tocoma trd

I have a 20013 Tacoma iv been trying to install a CB in but can't get SWR anywhere close,tried roof mounts, base loaded, and 4 ft and new 3 ft whip behind the toolbox on the bedrail, with ground added still SWR is still out of site any help would be apprehended
