I'm going to replace the plug on my 2nd gen Tacoma. I want to know if the 3rd gen plug can fit, it's nice it's 7pin + 4pin.

I have about 4x2 inches to work with? How big is the plug?

Also, what does the mounting system look like?

You might be out of luck.
You said "about 4 x 2".
Hole in bumper would have to be approx 4 1/2 x 2 1/2, but the corners are rounded.
not sure what the back looks like.
