I have a 2011 Pre-Runner with fog lights. The headlights only work on high. I have replaced the fuses for all and checked the bulbs. That does not seem to be the issue. All lighting is stock. It does have an after market Viper alarm system installed by the previous owner. Any ideas on what else to check?

    What about the DIM relay?
Make sure the corect relay is installed (it must be a 5 pin relay or the low beams won't work).
